If you called Andersen with the problem they would give you the same answer. Keep in mind that your neighbors home is not nearly as air tight as yours is nor are his 20 year old window as energy efficient as yours are.
Dial back the humidity on cold days. You can see the condensation on your windows, have you ever thought about what is going on in your walls that you can't see?
Im in the same boat as you, although i have been fighting my humidity and am at 39% currently. I have to wipe mine down 4 times a day and the finish is getting ruined too. it is only at the bottoms of both sashes where air is coming in from the seal.
I have worked selling and installing windows for 26 years. 28% Humidity and excessive cold equals frost on the windows.
It is a 2+2=4 formula.
I worked with Andersen, Marvin and Pella, there isn't one window out there that will not have condensation appear on it with that high of humidity level inside and bitter cold temperature outside. And, yes, if the water stays there it will freeze up.
I know that it is easier to breathe in a little bit higher humidity, but see if you can dial the humidity down just a little at a time and see if you can reduce the water on the glass then you won't have the ice either.
Please remember, that this is not a Marvin problem, it's a glass condensation problem.
I hope all goes better with your situation,

Your neighbour must have less humidity, more air movement or they keep the house warmer.
Condensation doesn't know or care about brand names just like all tires hold air until they go flat.
Talk to your neighbour about this and learn from that.
